Pohjois-Suomen Energiatieto Oy (PSET) is a holding company of 13 utilities (8 DSOs + 2 Retailers + 3 DH) in Northern Finland with a total network area covering approximately 100 000 square kilometers, totaling more than 25% of the country.

Problem

Pohjois-Suomen Energiatieto Oy (PSET) is a holding company of 13 utilities in Northern Finland whose networks cover more than a quarter of the country, forming a service area larger than Hungary or Portugal. Seven of these utilities have assigned their retailer roles to the joint retailer company Energiapolar Oy, which acts as a single retailer for all seven utilities. 

PSET’s goal was a single solution for MDM and EDM processes that also centralized all billing, customer care and financial processes. Consolidation and harmonization of processes and data among the owning companies was important target too. Initially the reading validation and balance settlement processes were handled by 10 FTEs (Full Time Equivalent) and billing processes by 13 FTEs, for a total of 23 FTEs. Due to new business requirements and end of life cycle considerations for existing systems, there was an obvious need for investment in a completely new system that would handle all business processes for both retailers and DSOs. Because of the small size of the companies and the limits on their ICT resources, acquiring just one system shared by all became the obvious choice.

Solution

A multitenant meter & energy data management hub solution was delivered, enabling PSET to provide BPO services.

The solution is a new generation hub that is fully capable of handling areas with full smart meter deployment. Using the GenerisCX data hub solution, PSET now acts as a services provider for meter data management and settlement processes. Hansen (prev Enoro) and Enfo provided the underlying Infrastructure and Software as a Service (IaaS and SaaS). Before the solution went live, the existing nine system environments were migrated, and nine CIS systems were replaced. Furthermore, the utilities business processes and use cases were harmonized in a joint effort that involved PSET’s key personnel and EnoroCX’s energy consultants. With over 20 years of expertise in energy markets, the team delivered a solution that met the customer expectations.

Data hub
One GenerisCX installation serving multiple companies:

GenerisCX supports multi-tenant functionality. In practice this means the system supports the isolation of operational information between different business parties, for example a network operator and retailers. In a multi-tenant installation, multiple network operators, retailers, and other market roles all use the same database but with logically isolated data areas with differing levels of access and visibility to ensure data protection that meets business and regulatory requirements.

BPO capabilities
Reducing operative expenses and creating new revenue streams:

Companies inside the holding group can outsource their processes to their own BPO service provider. In addition, the system’s capabilities can be sold as services to external companies to create additional revenues for the PSET group.

Solution

Added value and extra revenues via BPO (Business Process Outsourcing) services by easily connecting both PSET companies and external utilities to the service. Harmonized business processes to achieve synergies that enhance business profitability and improve the quality of business processes and customer services. Future-proof - GenerisCX system in production is a flexible platform ready to utilize smart meter data in meeting constantly changing market rules and in rapidly implementing new business models and value-added services in the post-rollout markets.

The realized savings in personnel alone are 80% in the operation of reading validation and balance settlement processes. These processes are run as a service for seven companies, originally with 10 FTE’s (Full Time Equivalent) and now with 2 FTE’s. Billing processes is the next area where PSET implements the BPO based approach. Already in the early phase the realized savings are on the same level, 80%. As the usage expands, the savings potential is expected to be even bigger.
